In short: Biro Klasifikasi Indonesia (BKI) certifies a new build through a fixed sequence of surveys — design approval, keel inspection, structural surveys during framing and plating, systems and machinery inspections, tank tests, and final sea trials. Each survey must happen while the relevant work is still visible, so class involvement has to be arranged before construction starts, not retrofitted later. Owners planning a commercial vessel in Indonesia — a charter yacht, ferry, cargo carrier or workboat — quickly meet three letters: BKI. Classification is what turns a well-built hull into an insurable, flag-approved, commercially operable ship. Before the keel: design approval

Class begins on paper. The naval architect submits structural drawings, midship sections, material specifications and stability calculations to BKI’s plan approval office, a process our design and naval architecture page describes in detail. Approval typically takes four to ten weeks depending on vessel complexity and how complete the submission is. Nothing structural should be cut or laid before the stamped drawings return, because the surveyor inspects against those drawings and nothing else.

This is also the moment to register the newbuilding with BKI and agree the survey plan — a schedule of attendance keyed to construction milestones. We align that plan with our own stage gates so class visits and contractual inspections share the same milestones and, where possible, the same site days.

Survey one: keel laying

The first physical survey attends the keel. On a steel vessel the surveyor verifies plate certificates against the approved material list and inspects the initial welds; on a wooden vessel — including the large charter phinisi built in Bulukumba’s yards — the surveyor examines keel timber species, dimensions, scarf joints and fastenings. The keel survey matters commercially as well as technically: it fixes the vessel’s official keel-laying date, which determines which edition of the rules applies.

Surveys two and three: framing and hull closure

As the skeleton rises, the surveyor returns to inspect frames, floors and beams — spacing, scantlings, joint quality — while everything remains open to view. A further survey attends hull closure: plating welds on steel (with non-destructive testing at prescribed percentages), planking and fastener schedules on timber, laminate logs on FRP hulls. Watertight bulkheads are inspected and their penetrations checked.

These structural surveys are unforgiving of schedule games. Plating that gets ahead of the surveyor may have to be cut open again; on our builds, the relevant QA hold points physically stop the yard until the class release is signed, so the situation cannot arise.

Surveys four and five: machinery, systems and tanks

With the hull closed, attention moves inboard. The surveyor witnesses tank pressure tests, inspects engine seating and shaft alignment, checks sea valves and through-hull fittings, and reviews the electrical installation against the approved drawings. Equipment matters here: engines, pumps, valves and cables must carry acceptable certificates. Sourcing certified equipment is an area where Indonesian supply chains need attention, and our procurement team confirms certification before purchase orders are placed — replacing an uncertified item after installation is expensive and always happens at the worst time.

Final surveys: inclining, trials and the certificate

Near completion, the vessel undergoes an inclining experiment to verify stability against the approved calculations, followed by dock trials and classed sea trials — engine performance, steering, anchoring and safety systems demonstrated under way. The certificate is not the end of the relationship: annual, intermediate and special surveys follow through the vessel’s life, and the build-time documentation file — survey reports, test records, certificates — becomes the baseline every future surveyor works from.

What class attendance costs and why late entry hurts

For a vessel in the 30 to 50-metre class, budget survey and approval fees in the low tens of thousands of USD across the build, varying with size, complexity and location. Entering class late multiplies that: surveys of work already covered require opening-up, additional testing, and sometimes reconstruction. No. Class is required for Indonesian-flagged commercial vessels above threshold sizes — cargo, passenger and most charter operations — while private pleasure craft can build unclassed. Many private owners still choose class or build “to class standard” for insurance and resale value.

How many BKI surveys happen during a typical new build?

Plan for six to ten attendances: keel, framing, hull closure, tank tests, machinery and systems, inclining, and sea trials, plus follow-ups where items need re-inspection. Complex or larger vessels see more frequent visits.

Can a wooden phinisi really achieve BKI class?

Yes. BKI maintains rules for wooden vessels, and classed charter phinisi operate throughout Indonesia. The requirement is survey continuity from keel onward — timber acceptance, structural inspections at each stage — which is why unsupervised wooden builds rarely achieve class retroactively.

What happens if construction gets ahead of a scheduled survey?
